Let the thief steal no more, but rather let him be industrious, making an honest living with his own hands, so that he may be able to give to those in need. When Daniel first started stealing, he did this because he needed the things he stole. But as time went on, he realized that he would even steal things he did not need. He now knew he was in bondage to stealing when he couldn't help but steal. When he accepted Christ, for the first time in his life, he knew someone important looked out for him and he didn't have to steal anymore. He also realized he now had the power to stop stealing. I know of people who are in bondage to stealing, they cannot help it. This is a spiritual problem only Jesus Can "Break You Out of Prison" those people are bound by an unclean spirit that makes them steal compulsively.
